(1) If it appears that the affiliation of an educational institution or an educational program should be terminated due to the circumstances of sub-section (1) of Section 14 of the Act, the Commission shall recommend to the concerned university for the termination of such educational institution or one or more educational programs of such institution.
(2) Before making a recommendation in accordance with sub-rule (1), if it is necessary to ascertain whether or not there is a situation as per sub-section (1) of section 14 of the Act, the commission may conduct an investigation by itself or by a relevant expert.
(3) The obligation to complete the studies and other financial obligations of the students studying in the educational institution whose affiliation has been revoked shall belong to the educational institution whose affiliation has been revoked.
(4) If the educational institution does not fulfill the obligation as per sub-rule (3), such obligation will be enforced by the principals of that institution.
